In the event a vacancy is created on the Board of Aldermen, it shall be filled by appointment by the Mayor and confirmation by the Board of Aldermen in the same manner as other officers are appointed. (b) Regular meetings of the Board of aldermen shall be held on the first and third Mondays of each month. A majority of all the Aldermen shall constitute a quorum for the transaction of business. A smaller number may adjourn to another date. The Board may compel the attendance of absent members in such manner as may be prescribed by ordinance.
