Issuance of license (a) The Director shall issue a license to an applicant who has passed the examination as determined by the Director, has paid the required fee, and has completed all the requirements for the particular license. (b) The Director shall issue a license to the person who owns or controls a shop or school of barbering, cosmetology, esthetics, or manicuring who has paid the required fee and is in compliance with the rules of the Director and the provisions of this chapter. (c) The license shall be conspicuously displayed for the customer in the licensee’s principal office, place of business, or place of employment.
