S.A. chapter 51, subchapters 1, 2, and 3 shall not apply to the sale of lottery tickets as provided in this chapter. No law providing for any penalty or disability for the sale of lottery tickets or any acts done in connection with a lottery shall apply to the sale of tickets or acts performed pursuant to this chapter.
