Jurisdiction of Commissioner of Motor Vehicles Upon the granting of a certificate as provided in section 1823 of this title, the Commissioner of Motor Vehicles shall have jurisdiction over the registration of a motor bus, its speed and lighting, the safety devices, and the licensing of operators.
