Emergency repairs to bridges on State-owned railroad property Should emergency repairs be required to any bridge, pier, abutment, or culvert on State-owned railroad property, as defined in section 3402 of this title, the Secretary of Transportation, in his or her discretion, may reallocate funds from railroad projects previously authorized in the transportation capital program, accept any available federal aid, and enter into project agreements with railroad operators.
