Penalty; excursion tickets A person or corporation violating a provision of sections 3697 and 3698 of this title shall be liable to the party aggrieved for all damages sustained by reason of such violation, in an action on this statute. However, such sections shall not be so construed as to prevent the issuing of excursion, mileage, and commutation tickets.
