Emergency outbreak of contagious disease In case of the outbreak within this State of some contagious disease of domestic animals, or whenever there is reason to believe that there is danger of the introduction into the State of any contagious disease prevailing among domestic animals outside the State, the Secretary may take action and adopt emergency rules as necessary to prevent the introduction or spread of the disease.
