Enforcement by Board; rules; forms and reports The Board of Liquor and Lottery shall administer and enforce the provisions of this title and is authorized and empowered to adopt rules and issue the necessary blanks, forms, and reports, except reports to the Commissioner of Taxes and to the Commissioner of Public Safety, as may be necessary to carry out the provisions of this title.
