(b) A permit, license, or certificate may be renewed as follows:(1) A first-class or second-class license, and an outside consumption permit associated with a first-class license, may be renewed by: (A) payment of the fee provided in section 204 of this title;(B) submission to the local control commissioners of an application demonstrating that the licensee satisfies all applicable rules and requirements; and (C) approval of the Board of Liquor and Lottery as provided in section 221, 222, or 227 of this title.
