(b) In the event of any conflict between a provision of this chapter and any other provision of this title, such provision of this chapter shall control. (c) A proposed legacy insurance transfer shall be a 'contested case' under 3 V.S.A. chapter 25, except that a 'party' shall be limited as defined in subdivision 7111(16) of this chapter.
