00 shall commence the service with a disclosure message or 'preamble' provided at no charge to the caller, clearly indicating the following information: (1) an accurate description of the service;(2) the total price of the service, including:(A) all per-call charges; and(B) if the call is billed on a usage-sensitive basis, all rates by minute or other unit of time, any minimum charges and the total cost for calls to that program if the duration of the program can be determined; (3) that billing will commence only after a specific identified event following the disclosure message, such as a signal tone, followed by a reasonable period of time within which the caller may disconnect before that event; (4) if the service is directed at or likely to be of interest to children under age 18, a statement that the caller should hang up if parental consent has not been obtained; and (5) the legal name of the sponsor of the service.
