A day in August or September in each year designated by the President of the Legislature shall be declared 'Virgin Islands Citizenship Day' to be celebrated by appropriate festivities in New York City each year by all Virgin Islanders resident and visiting in the continental United States and by all friends of the Virgin Islands.
