(a) On October 5th of each year, the birthday of Rothschild Francis shall be observed as 'Rothschild Francis Day' in the Virgin Islands. Appropriate ceremonies shall be held in all public schools in the Virgin Islands. Such ceremonies may include programs, assemblies, and guest speakers.\n(b) The Commissioner of Education shall be responsible for the reproduction and dissemination of information about Rothschild Francis to all private, public and parochial schools.
