(a) The last week in October of each year shall be observed as 'Virgin Islands Taxi Week' throughout the Virgin Islands.\n(b) At least 15 days prior to the beginning of Virgin Islands Taxi Week, the Governor shall issue a proclamation calling upon the residents of the Virgin Islands and commercial enterprises to join together to give special recognition to the taxi industry.
