(a) April 22nd of each year shall be observed as 'Earth Day' throughout the Virgin Islands.\n(b) At least 15 days prior to Earth Day, the Governor of the Virgin Islands shall issue a proclamation calling upon the residents of the Virgin Islands to give special recognition for the concern of the environment on Earth Day.\n(c) The Commissioner of the Department of Planning and Natural Resources shall be responsible for publicizing Earth Day events throughout the Territory.
