(a) April 25th of each year shall be observed as 'Timothy Theodore Duncan Day'.\n(b) The Commissioners of the Department of Sports, Parks and Recreation and the Department of Tourism shall be responsible for organizing and publicizing events throughout the Territory for the celebration of 'Timothy Theodore Duncan Day'.
