(a) The Office of the Code Revisor is authorized to negotiate for and purchase, from time to time, loose-leaf binders in such form and quantities as it directs, to be used for the purpose of containing the slip laws provided for in sections 21 and 22 of this title.\n(b) The Governor of the Virgin Islands shall prescribe the manner in which the loose-leaf binders provided for in this section shall be distributed free of charge to the Legislature and to the Executive and Judicial Branches of the Government, and the Office of the Code Revisor shall fix the prices at which they may be sold to the general public. The proceeds from such sales shall be remitted to the Commissioner of Finance and covered by him into the General Fund of the Treasury.
