It is the policy of this Territory to:\n(a) encourage and enable blind persons to participate fully in the social and economic life of the Territory and to engage in remunerative employment; and\n(b) encourage and enable blind persons to be employed in the Government service, in the public schools and in all other employment supported in whole or in part by public funds on the same terms and conditions as persons who are not blind, unless it is shown that a person's blindness prevents the performance of the work involved.
