Blind persons shall be employed on the same terms and conditions as persons who are not blind and shall not be denied the opportunity to obtain or maintain employment or to advance in positions of employment solely because such persons are blind or are accompanied by dog guides, unless it can be shown that a person's blindness prevents the performance of the work involved.
