The purpose of this chapter shall be to provide, in conjunction, cooperation and coordination with chapter 9A of Title 12 of the Code, for the promotion and development of the commercial fishing industry in the United States Virgin Islands in order that untapped territorial marine life resources might be utilized to offer and provide a new means of livelihood to the people of the United States Virgin Islands in fishing and related industries.
