All license fees provided for in this chapter to be paid by hunters and all monies appropriated by the Legislature or received by gift or otherwise, which are for the conservation of wildlife, shall be expended by the Commissioner solely for the administration and application of the provisions of this chapter and no portion thereof may be diverted to any other purpose.
