(a) The Commissioner may issue to a minor not below the age of 16 a permit to hunt when accompanied by a licensed hunter—\n(1) upon payment of the annual fees prescribed in this chapter; and\n(2) upon certification by one of his parents or guardians of his age.\n(b) Such licensed hunter shall be equally and jointly responsible for the acts of the minor while hunting in his company.
