The Commissioner, whenever he determines that conditions so warrant, may—\n(1) increase or decrease any bag limits prescribed by this chapter; or\n(2) prescribe bag limits for particular types of wildlife for which no bag limits exist—\nupon the posting of public notice of the proposed change at least 10 days prior to its effective date.
