The Commissioner of Finance is directed to maintain the 'Fish and Game Fund' as a separate and distinct fund in the Treasury. Funds shall be disbursed therefrom by the Commissioner of Finance, upon request of the Commissioner, only for purposes of wildlife restoration projects and in administering and enforcing the fish, game and conservation laws under this title.
