The Department, the Economic Development Authority and other appropriate agencies shall establish policies and programs to implement the public policy of the Territory to eliminate public health and environmental hazards on existing commercial and industrial real property in the Virgin Islands for use and reuse as sources of employment, housing, recreation and open-space areas.
