It is declared to be the purpose and policy of the Legislature of the Virgin Islands in enacting this subchapter to:\n(a) encourage private investment in renewable and alternative energy resources;\n(b) stimulate the economic growth of Virgin Islands;\n(c) enhance the continued diversification of the energy resources used in this Territory; and\n(d) conform territorial Policy for Net Metering with the Federal Energy Policy Act of 2005.
