(a) The Director may adopt such rules and regulations, pursuant to the provisions of chapter 35 of Title 3 of this Code, as may be necessary to effectuate the purposes of this chapter, including regulations defining specific deceptive or unconscionable trade practices.\n(b) Such rules and regulations may supplement but shall not be inconsistent with the rules, regulations and decisions of the Federal Trade Commission and the federal courts in interpreting the provisions of section 5(a)(1) of the Federal Trade Commission Act (15 U.S.C. 45(a)(1)), the Uniform Commercial Code, and the Uniform Consumer Credit Code.
