(a) Rental-purchase agreements that comply with this chapter are not governed by the laws relating to:\n(1) a security interest as defined in title 11A Virgin Islands Code, Article 1, § 1-201(35) and governed by Article 9 of title 11A Virgin Islands Code.\n(b) This chapter does not apply to the following:\n(1) rental purchase agreements primarily for business, commercial or agricultural purposes;\n(2) a lease made to any governmental agency or instrumentality or organization;\n(3) a lease of a safe deposit box; money or intangible personal property;\n(4) a lease of an automobile, motor home, mobile home or manufactured housing; or\n(5) a lease or bailment of personal property that is incidental to the lease of real property, and which does not provide that the consumer has an option to purchase the leased property.
