When an act declared to be a crime is within the jurisdiction of any United States, State, county, commonwealth or Superior Court in the United States or any of its possessions as well as of the Virgin Islands, a conviction or acquittal thereof in the former is a bar to a prosecution therefor in the Virgin Islands.
