The Harassment Prevention and Treatment Fund are established in the Treasury of the Virgin Islands as a separate and distinct fund. The Commissioner of Finance shall maintain and provide for the administration of the Fund and no monies may be made available for expenditure, except as provided in this section. The Fund consists of all fines, assessments and fees collected pursuant to the provisions of this subchapter. The Fund shall be used exclusively for persons referred to a treatment program pursuant to this subchapter.
