(a) The Virgin Islands Police Department and other law enforcement agencies of the Virgin Islands shall concentrate enhanced law enforcement efforts and resources on all criminal activities prohibited under this chapter.\n(b) The efforts of the gang violence unit must include:\n(1) coordinating with the Department of Education to develop, adopt and implement gang preventive programs;\n(2) apprehending violent gang members and associates;\n(3) identifying and documenting criminal street gang activities;\n(4) establishing a working relationship with local citizens, community-based organizations, business representatives and other criminal agencies; and\n(5) assisting other criminal justice and government agencies in the protection of witnesses from intimidation or retribution from gang members and their associates due to their cooperation with law enforcement agencies.
