Whoever willfully—\n(1) disobeys any subpoena issued by any officer, board, commission or other agency within the executive branch of the Government of the Virgin Islands, authorized by law to issue subpoenas for witnesses; or\n(2) having appeared, refuses to be sworn or to answer as a witness before such officer or body, or to produce any documents, records or papers requested to be produced—\nshall be guilty of contempt and shall be fined not more than $200 or imprisoned not more than 30 days, or both.
