(a) Whoever, by reason of the actual or perceived race, religion, color, place of birth, sex or ethnicity or handicap of another individual or group of individuals violates sections 252, 253, 254, 295, 296, 297, 298, 621, 622, 623, 624, 705, 706, 922, 923, 924, 1265, 1265a, 1267, 1341, 1700, 1701, 1702, 1703, 1708 and 1709 of this title shall be guilty of a felony.\n(b) Notwithstanding any other provision of law, the parent(s) or legal guardian(s) of any unemancipated minor shall be liable for any judgment rendered against such minor in any civil action irrespective of any criminal prosecution or the result thereof under this section.
