(a) Whoever willfully destroys or damages in any manner a public fire hydrant shall be guilty of a misdemeanor, shall be fined not less than $100 and not more than $500, or imprisoned not less than one month and not more than nine months or both, and shall pay to the Government of the Virgin Islands a sum equal to the total cost of repairing or replacing the destroyed or damaged public fire hydrants, such total cost to include a reasonable allowance for labor costs.\n(b) Whoever negligently destroys or damages in any manner a public fire hydrant shall pay to the Government of the Virgin Islands a sum equal to the total cost of repairing or replacing the destroyed or damaged public fire hydrants, such total cost to include a reasonable allowance for labor costs.
