(a) Upon October 31, 1997, the Department of Justice shall assume responsibility for registering persons and ensuring compliance with the registration requirements.\n(b) The Attorney General shall forward a copy of this act to the registering agency or chief law enforcement officer in each state immediately after its enactment.\n(c) This act shall become effective upon enactment.
