Whoever, being a public officer, under pretense or color of any process or other legal authority—\n(1) arrests any person or detains him against his will;\n(2) seizes or levies upon any property; or\n(3) dispossesses any one of any lands or property—\nwithout a regular process or other lawful authority therefor, shall be fined not more than $200 or imprisoned not more than 1 year, or both.
