No marriage shall be valid unless solemnized by—\n(1) a clergyman or minister of any religion whether he resides in the Virgin Islands or elsewhere in the United States; or\n(2) witnessed by a Local Spiritual Assembly of the Bahai is according to the usage of their religious community; or\n(3) any judge or any court of record.
