The Commissioner of Education, jointly with the Commissioner of Health, shall issue such rules and regulations, consistent with the provisions of this chapter, as they shall deem necessary or appropriate for the purpose of effectuating and implementing the same, provided, however, that the content of the medical, dental, nursing and environmental health portions of the school health program shall be prescribed by and under the general direction of the Commissioner of Health and the administration and supervision of the educational and teaching aspects of the program shall be the responsibility of the Commissioner of Education.
