The Virgin Islands Board of Education, upon recommendation of the Commissioner of Education may endorse state, territorial or foreign teacher certification, and the names of the persons holding such certificates so endorsed, may be placed on the eligible list by the Administrator of the Personnel Merit System, if it shall be satisfactorily shown that the qualifications and the courses of study pursued by such persons are equal to the requirements of the Virgin Islands.
