(a) Licenses to teach shall be required of all persons teaching in schools other than public schools, and may be obtained from the Virgin Islands Board of Education under rules and regulations prepared by the Board.\n(b) The action of the Board in granting or refusing any such license shall be subject to review by the Governor.
