(a) No person hired by the Department of Education as a teacher paraprofessional, other educator or support staff shall commence employment with the Department of Education without first receiving an executed and valid Notice of Personnel Action (NOPA) from the Division of Personnel.\n(b) No person may be hired as a school monitor who has not taken and passed a psychological test as to his suitability for the position and submitted to a police background check.
