The Commissioner of Health shall establish within the Department a board for the purpose of assisting and advising him with respect to the formulation of standards and procedures and the selection of scholarship recipients, and, with the approval of the Governor, shall issue such rules and regulations consistent with the provisions of this chapter as may be necessary or appropriate for the effectuation of the provisions of sections 180–183 of this title.
