In determining who shall be awarded the Edward Wilmot Blyden Scholarship, the Virgin Islands Board of Education shall annually cause to be administered to any student attending the high schools of the Virgin Islands and applying therefor a standardized college entrance test, and shall award such scholarship on the basis of the outcome of this test and such other factors as it may establish, including but not limited to:\n1.
