Funds necessary to accomplish the mandates of the Federal Act shall be provided from Federal and/or territorial sources through appropriation. Members, employees and other authorized persons shall be entitled to reimbursement of all reasonable and necessary expenses incurred while attending to the official business of the Council. Such reimbursement will be according to the rules of the Council.
