On or before March 15th of each year, the Department of Education shall submit to the Governor and to the Legislature, and make available for public distribution, a report setting forth the extent to which the Department of Education is providing or causing to be provided the special education and related services for children with disabilities necessary to implement fully the policy of this chapter. The report shall detail progress made in fulfilling the plan authorized by section 285 of this title and shall include any additional matters which may be necessary or appropriate including recommendations for amendment of laws, changes in administrative practices and patterns of organization, and changes in levels and patterns of financial support.
