(a) The Department of Education shall from time to time amend and revise, rules and regulations for the implementation of this chapter.\n(b) General notice of any proposed rules and regulations shall be published in at least one newspaper of general circulation in the Territory and shall include:\n(1) a statement of the time, place and nature of any public hearing;\n(2) reference to the legal authority under which the regulation is proposed; and\n(3) either the terms or substance of the proposed regulation or a description of the subjects and issues involved.\n(c) Within sixty (60) days after publication of the notice required in this section, the Department of Education shall give interested persons an opportunity to submit written data, views, or arguments, with or without an opportunity for oral presentation.\n(d) No rules or regulations issued pursuant to this chapter shall become effective until thirty (30) days after the expiration of the public comment period or any public hearing convened pursuant to subsection (c) of this section.
