(a) The Legislature recognizes that the Department of Planning and Natural Resources and the Virgin Islands Port Authority have unique facilities, such as docking facilities, marine vessels and equipment which may provide potential resources to the Academy.\n(b) The Board of Governors of the Academy, the Commissioner of the Department of Planning and Natural Resources and the Governing Board of the Virgin Islands Port Authority, in conjunction with the Commissioner of Education, are encouraged to cooperate by preparing a memorandum of understanding which will outline specific programs designed to increase the sharing and lending of facilities when such action is not inconsistent with the primary goals of each entity.
