The Board of Governors may enter into an agreement to use a portion of the Virgin Islands Vocational School facilities on St. Croix and a portion of the facilities of the University of the Virgin Islands on St. Thomas, or any other facilities it deems necessary, and which are available for the operations of the School. The School shall provide training in both island districts.
