The Commissioner of Education is authorized to take all necessary action and to execute on behalf of the Government of the United States Virgin Islands or the Department of Education all necessary agreements or contracts for the establishment and maintenance of Junior Reserve Officers' Training Corps units within the Virgin Islands pursuant to the Federal Reserve Officers' Training Corps Vitalization Act of 1964 and all Acts of Congress amendatory thereof or supplementary thereto.
