The Commissioner of Education is authorized and directed to establish an education program in the schools to educate children on the danger of driving under the influence of drugs and alcohol. The program should be developed to reach all grade levels and to involve parents in the program. In the establishment of such a program, the Commissioner may utilize the assistance of community service agencies.
